Who is Responsible When an Airplane Crashes?

Whenever an airplane crashes it tends to make the top news and is sensationalized by the media. This has been especially true in a post-9/11 society. The NTSB is responsible for performing investigations after accidents and for recommending changes to safety standards in order to prevent other similar accidents. The FAA is responsible for setting the safety standards for the manufacturing, operations, and pilot conduct. It is also responsible for enforcing penalties when fault occurs.
